[Clipart] Manuals and writing how to's for the site

At the moment only sysgods/devs can make a page on ocal.
However, I've simplified the process so that all you need to do is make a
widget and set it's url to
manual/yourmanualnamehere.
Site Styles will be applied straight away
This'll be useful for when /(IF)/ librarians can make pages on OCAL.
