[Clipart] Barack Obama images

We have an interesting, "issue", appearing now with some of Obama's
pictures.
These clipart have been sourced from non-pd (CC-BY 3.0) photos. Yet I always
understood that official government photos were not copyrighted.

A change in copyright direction? Or mistaken identity?

Technically, OCAL shouldn't accept Obama's clipart based on these images
since they are not PD / CC0 compatible.
