[Clipart] Added filter for hidden or deleted comments on the public comments page.

I added "AND topic_deleted = 0" to the sql for the public comments page.
This will stop comments that have been hidden from appearing on that public
comments page.
We should probably do this for the private comments as well so that people
don't get false results when the comments are hidden.

This should not affect regular comments made on hidden clipart since many
people will need to know why their clipart has been hidden.
