[Clipart] Question RE correctly tagging clipart

I have a question regarding changing other peoples cliparts tag lists to
more accurately reflect what the clipart is.
For example http://www.openclipart.org/detail/135769

This has a few tags such as outline, or lineart, but I do not consider these
valid tags for this type of clipart. Is it ok (and part of the librarians
job) to remove such tags?
