[Clipart] Status boostrap version

Robert, this is coming together.

My thoughts here:

* I don't like the hover on some links that goes bold and changes the flow
of the font. I think better to change color or something that doesn't break
the design.
* I think better to not have centered text where possible, which breaks the
grid.
* The logo seems strange in that big block of black, but its cool how when
you scroll the "open clip art library" is left behind...
* menu item "artists" is mispelled

Otherwise, its looking good and is coming together!
