[Clipart] What users should be able to add new clipart to collection

There are lot's of good collections (names) that don't have lots of
clipart that other people may know they relevant to those collections.
So we may add a way to allow other users to add clipart to someone
else's collections.

We can add a poll on OCAL page for users to vote

What users should be able to add new clipart to collection

  * Only Owners of the collection
  * Librarians and Owners
  * All users
