[Clipart] Copyrighted image removal

PS: if you mark as pd_issue do you send message to the user?

PPS: I also notice that pd_issue javascript don't work, it don't hide
this clipart (the script is kind of stupid because it search the page
for pd_issue and we can put sql if hack that search for pd_issue tag,
and hide clipart even if javascript is disabled.)
