[Clipart] new OCAL website

Hello everybody,

there is progress on the design of the new OCAL page that also was 
discussed in the last meeting.
we agreed on a prototype/mock-up for the new upload process and ironed 
out design issues, small functional flaws and text corrections.
Hopefully we can start working on html/css after the next iteration, the 
current (slightly deprecated) state of the high fidelity prototype can 
be seen here: http://mray.de/ocal-mockups_v5/
