[Clipart] Spring 2013 Package Time

I don't think is good idea to have year after name of the package, we
already have "Spring 2010" and I think we should have package just
"spring" if user want to download a package he would like to have all
spring clipart, I don't see the reason to divide the package.

On new site we wanted to drop packages and just use download by tag so
if all clipart have spring tag user will be able to download it.
