[Clipart] Need Filter: clipart_issue YES, pd_issue NO

Hello,

Me (and other librarians?) have been marking art with "pd_issue" to remove
it, without removing the "clipart_issue" tag, which lead to
http://openclipart.org/tags/clipart_issue
being confusing.

Can you please change the query to exclude items that already have
"pd_issue" tags or make a new one available via
http://openclipart.org/librarians ?
