[Clipart] Need Filter: clipart_issue YES, pd_issue NO

pd_issue tag was for hide clipart with Copyrighted materials but
clipart_issue is set by report button, it's nice that this is visible
http://openclipart.org/tags/clipart_issue so librarian can check
clipart mark by users.
