[Clipart] Need Filter: clipart_issue YES, pd_issue NO

To sum up:

1. Art tagged with both pd_issue and clipart_issue appears on
http://openclipart.org/tags/clipart_issue

2. Librarians can not fix this, as visiting a pd_issue tagged art page
leads to "error file not found or hidden"
