[Clipart] new look & guidelines

Hi all,

Thanks for the amazing new feel! The forms are much nicer now!

Could you please clean up http://openclipart.org/guidelines and link to it
from http://openclipart.org/upload and possibly clean up the footer on the
upload page? I used it in messages to users whose items I had to mark with
pd_issue when they uploaded trademark or copyright infringing content (I
just did that with a blender icon).

1. The text of the titles should be visible as text.
2. The link to creativecommons.org doesn't seem to make sense for the
no-copyright icon.
3. Perhaps update the logo/brand to say "only fictional logos for fictional
brands allowed"
