This looks fine to me in general.   You need to bump the
<releaseinfo>, and while we don't have a formal mechanism for this
it'd be good to add a note like "This signal was added in version
0.13".

Looking at the spec, I wonder if any existing binding actually looks
at the NoReply annotation at runtime.  I highly doubt it...
