The FBO tests are structured so that the driver can report
GL_FRAMEBUFFER_UNSUPPORTED for any of the RED or RG formats without
failing. A good first pass would be to just enable RED and RG for
texturing and always GL_FRAMEBUFFER_UNSUPPORTED for FBO rendering. I
had planned to do that for i965, but it turned out to be really easy to
get it working on that hardware.
