[Mesa-dev] Declaration of _CmdBeginTransformFeedbackEXT

Thanks for pointing that out.
Did not find it since I am not building AMD and Intel currently.
My problem was, that I was missing the
`Extension('VK_EXT_transform_feedback', 1, True),` line in
my vulkan driver.
