Scott Peterson says we are ok on leaving the XFree86 CVS tags alone
when we haven't touched the files; it is a correct attribution in 
that case.

He suggests when we modify a file with the tags present that
we modify it to say "Based on XFree86" and the rest of the CVS
tag information. Scott suggests "Based on" rather than the
possibly more obvious "Derived from" language due to
lawyer's arguing over exactly what those words mean in the SCO
case, believe it or not.
