X11R6.7 standards docs

     * 271 [pma at fc.hp.com] - UTF8_STRING additions to ICCCM 2.0 spec.
     * 272 [pma at fc.hp.com] - IPv6 changes to Session Management spec.
     * 274 [jim.gettys at hp.com] - XFree86 UTF8 additions to Xlib spec.
     * 275 [jim.gettys at hp.com] - IPv6 address support in Xlib spec.
     * 276 [keithp at keithp.com] - IPv6 support in XDMCP protocol spec.
     * 278 [jim.gettys at hp.com] - IPv6 updates to X11 Protocol spec.

We identified this list of changes as the differences between X11R6.6
and XFree86 4.4.  For the initial X11R6.7 release, I'm incorporating
the IPv6 changes into the standards docs since they have passed the
X.Org Arch Task Force, initial public review, and should be finished the
revised public review by the time of release.

The UTF8 changes I'm leaving out of the docs for this release, though
I expect them to go in to a future release as soon as the arch task
force has reviewed them.

If anyone disagrees with either of these decisions, please speak up ASAP.
