[SCIM] How many packages should I make?

I like one single package, too.
So I'm looking forward to make as less packages as possible.
But skim does need libscim.
And when I think about scim-uim and scim-m17n, the problem is much
complicated.

scim:
a) Beginners want all in one scim package. (This conflicts with c, f)

skim:
b) Beginners want al in one skim package also.
c) Skim needs scim-libs. (This conflicts with a)

scim-uim, scim-m17n:
d) Some scim users wants scim-uim.
e) Some skim users wants scim-uim.
f) Scim-uim depends on scim-libs. (This conflicts with a)

Give me an idea if you have.
