[SCIM] scim_get_language_name return local encoded string?

Hi JamesSu,

I upgraded scim-panel-kde to work with scim CVS and I
just noticed that the string returned from function
scim_get_language_name is local encoded.

I think it would be better if scim_get_language_name
returns UTF8 encoded one. I think this function is
mainly used in panel, and it should be the same with
the other string related functions in terms of
encoding of returned strings (UTF8). 

What's your opinion?
