[SCIM] SCIM in zh_HK.Big5HKSCS locale

Hi James,

A Debian user reported that he has problem using scim in zh_HK.Big5HKSCS
locale.  Actually among all the traditional locales he tested, only
zh_TW.big5 works.  See forwarded report.

You said that scim didn't work in zh_CN.GB2312 because of a bug in
XFree86 4.3.0, is this due to similar reason?  And can you give me any
pointers about this XFree86 bug?
