[SCIM] Scim on Debian, step by step

Hi,

Scim works on my Debian Linux but only with gtk
applications despite the help you all gave me in the
past, so I'll try to resolve it step my step.

First step :

How can I make Scim the default input method for any
user ?
I don't know why but it always gives me the "Cedilla"
input method instead.
