[Uim] Possible a bug? cand_activate_cb won't be called before cand_select_cb.

To describe design concepts, decisions and policies is an
important TODO for us. Ask any question at the list if you
experienced such background may be existing. Feel forced to
clear such questions :)

But I don't actually know all things. I've acquired almost
design informations about uim such as "candidate selection and
activation/deactivation are orthogonal operation" by code
itself, characteristics and preference of the developers,
development domain which the implementer belongs to.

I prefer to discover preexisting design decisions at the list
rather than modifying the documents directly. I also want to
know exact backgrounds.
