[Uim] scim-uim and scim-m17n.

Hi all. I added scim-uim and scim-m17n to Gentoo Portage last night,
so it'll be easy for Gentoo users to try them ;)

How did you add m17nlib USE flag? Uim detects m17n-lib automatically
and you cannot disable that by passing optional flags to configure
script if you have m17nlib installed. (You need to modify configure.ac
a little to add --disable-m17nlib option)
