[Uim] i18n howto updated again

With the recent developments in SCIM, I've updated my i18n howto again. 
It's a bit exhaustive because I decided to give the m17n library its own 
section, but I've removed any references to kinput2, ami and uim-xim. 
Besides that, it's got a new address, with the old one replaced by a 
redirect. Just thought I'd let everyone know.
