[Uim] 0.4.9 release schedule

Since there are misc bugs in 0.4.8, we need to release new stable
release.

Here is a schedule for 0.4.9.

  0.4.9 alpha1: Aug 29
  0.4.9 beta1:  Aug 31
  0.4.9 final:  Sep  2

I think that alpha and beta release are excess, since we already
splitted development branch. But I estimated that they are need to
avoid confusion for now. Instead of abort of alpha and beta release,
the release interval was shortened from the 4 days to the 2 days.
