[Uim] Version number pocily

Current uim using alpha, beta, final release system. All final version
numbers were equivalent. But there is a problem, the cost of this
release sytem is quite expensive. So I want to introduce new, general
version number pocily.


Version number policy
=====================

If minor version is even number, that is a stable release. If minor
version is odd number, than that is an unstable release.

Each new stable release goes through alpha, beta release for testing
purpose.

Unlike stable release, each new unstable will be released without
alpha, beta release because their reason for existence is the test.


example
-------

0.4.8 is stable release, so 0.4.8 alpha1 and beta1 will be released
before final.

0.5.0 is unstable release, so there's no alpha and beta.
