[Uim] uim 1.4.0 released

Hi.
In uim 1.4.0, `make check` is failed on my gentoo.

I tried unsuccessfuly to do with intltool 0.35.2 and 0.35.4.

$ ./configure
$ make
$ make check
(SNIP)
