[Uim] Mailinglist transition to Google Groups

As I previously porposed, let's move uim-related mailing lists
to Google Groups. These 5 new lists have been prepared and ready
to use. Please subscribe to them BY YOURSELF (sorry for
inconvenience).

  Discussion about SigScheme development and general topics in
  Japanese (English posts are also welcome).
