[UTF-8] Aspell and UTF-8/Unicode

Does the number of characters exceed 128? 256? If it fits in 8-bits than
you can just make up a character set as it is only used internally. With
Aspell 0.50 this may be a bit of a pain, but with Aspell 0.51 it should be
easier as all input and output can be utf-8.
