[utf-8] Renaming Non-BMP to BMP-Only

One should first define ALLOWTOPICRENAME, as described on
http://freedesktop.org/bin/view/TWiki/TWikiAccessControl#Restricting_Rename_Access

Unfortunately, I cannot get this to work.
