That seems wrong to me.
stubs.c should be a target depending on list.m4 and stubs.c.m4.

Whenever that list or template is changed (e.g. during developement),
typing 'make' should rebuild stubs.c.

Or correct me if I'm wrong.

Patch attached to do that. It goes on top of Joonas' branch
'autogen-stubs'.
