Not so much because it became a bad idea, more because the time required 
to parse the config file was eventually small enough that it became 
practical to just parse the file on each invocation.

In the fontconfig case, the problem is that *every* application loads the 
configuration, wasting time and memory.  A shared (mmap'able) 
configuration would eliminate both of these concerns.
