In host.def:

#define ProjectRoot /home/foo/X11R6
#define NothingOutsideProjectRoot YES

make World and make install like normal.  If you want to run the server, chown 
it to root and chmod it 4711.

Add /home/foo/X11R6/lib to LD_LIBRARY_PATH and /home/foo/X11R6/bin to PATH to 
use the newly-installed libraries and programs.
