Adding si_LK locale

Hi x.org,

Please apply the following [trivial] patch to the locale/ directory, so that we can use the si_LK locale without having to patch every box.

This comes from the Sinhala GNU/Linux project: http://sinhala.linux.lk.  Currently, we run a shell script whenever we install Sinhala on a new box:
