File encoding is now UTF-8

I've just done a larger CVS commit to convert plaintext files under xc
to UTF-8.

I have not yet converted anything under xc/extras/. Shall I convert
anything there as well, or should this better be left to upsteam
maintainers?

You can spot most files that are not yet UTF-8 encoded with

  find . -exec file {} \; | grep -i ': ISO-8859'
