Make the r128 driver work without fbdev

I ported benh's radeon VGAAccess patch to r128. see bug 2089:

If you have a ppc with an r128, please try this and see if it will
allow you to use the driver to set modes instead of fbdev.  to test it
apply the patch, then set:
Option "UseFBDev" "false"
Option "VGAAccess" "false"
in the device section of your xorg config.  I have no ppc hardware so
I haven't tested this.  If it does work I'd be much obliged if you
could also test r128 dualhead support as well (bug 1760).  x86 r128
users can test this right now:

note the dualhead patch will need some work to handle the vgaaccess
stuff correctly in dualhead mode.  I'll try and fix that up soon.
