The problem is that we have limited developer resources to work on any 
software at all, and squandering people's time trying to maintain two 
parallel trees just doesn't seem viable to me.

I'm afraid we really must eventually "give up" on either the modular or 
monolithic tree and convince everyone to move to a single source pool 
permanently.

If we do agree that modular is the best 'eventual' structure for the tree, 
then we should start immediately and not wait for some better time.  There 
will never be a good time for this level of disruption in the system.
