Radeon 9200 hangs: How to debug?

I am not setting it myself, and a look at the logs shows:

(II) RADEON(0): Dynamic Clock Scaling Disabled

So I'm guessing that means it's not on.  Should I be setting clocks
manually?  I don't have any Clocks lines at all...
