Don't turn dpms off. try ' xset dpms force off ' or it's equivalent
to put the monitors into powersave mode then wake them back up.
Also try adding:
Option "MonitorLayout" "TMDS, TMDS"
to your config since you have two DVI ports not a DVI and a vga port.
