NetBSD developer, Julian Coleman, told me:

  I was doing some work on making the Atari X servers work with Xfree 4
  (see the xfree68 code in Xfree 3).  This uses the iplan2p* code.  At
  some point, I need to finish this work, so I'll need that code.
