ATI bug - why is patch not applied?

There is a bug in the ati driver which prevents me (and others)
with an ATI Rage Mobility "card" on the Sony Picturebook
(C1VFK in my case) from running X in more than 8bpp .

A patch was submitted almost 6 months ago
<http://freedesktop.org/bugzilla/show_bug.cgi?id=591>
but  does not seem to have been applied,
although the bugzilla says the issue is resolved.

What exactly is the system for correcting bugs?
Will this patch ever be applied?
(It only involves a couple of lines
and as far as I can see could not adversely affect
the driver on other machines.)
