ATI patch from 6.8.2 missing in HEAD

I was comparing the ATI driver sources in our tree based off 6.8.2
with the latest driver bits in head and noticed one of the patches
applied to 6.8.2 isn't in HEAD.   Is there a reason for this, or
should it be applied to HEAD too?
