The driver realizes that it doesn't need to render anything and just
sleeps a bit instead.
Anyway, glxgears scores can only be compared at the default window size,
but even then their significance is rather limited.

I guess you mean Mobility Radeon 7500 aka M7?

I can get up to almost 3000 fps with an M9 by running current X.org,
Mesa and DRM CVS and making sure that page flipping, HyperZ and colour
tiling are enabled.
