Conditional building of Xpm (and possibly others?)

Would anyone object to me conditionalizing the building of Xpm?
In lib/Imakefile, many of the libraries are already conditionalized
with suitable "#if BuildWhateverLib". There are a number of
libraries however, that are exceptions, and are all clumped together
under "#if BuildLibraries". I specifically would like to move Xpm
out of that list, but the broader question remains: why are those
libraries all clumped under one conditional and not under individual
conditionals like so many of the others?

Can anyone se any problem with changing this? It would require
changing the lib/Imakefile and a few template files under config/cf
but its pretty trivial.
