It's not who submits the bug that makes the difference, but if
it's a bug against an area people are working on - unfortunately,
we don't yet have people covering all of the tree, and the people
most interested in XKB layouts are working on the xkeyboard-config
project and not the XKB layouts in the Xorg source. One of the
goals of the modularization work being started soon is to find owners
for all the modules so less things fall through the cracks.
