fan control - card, kernel, X?

Just got me an Radeon X800 (R420 core)

Now the fan does this: 

spin up.
spin down 20 sec later.
spin up another 20 sec later.
+20s: spin down. 
+20s: spin up again.

ad infinitum.

So - who controls the fan on this card? the xserver, the kernel, the card
itself (later case is unlikely, in windows it's quiet till 3D heats it. If it
was a hard wired thing, it should behave alike on operating system X and Y)
