Release criteria for X11 releases

Yes, we decided to drop the badged tarballs a long time ago
(modulename-X11R7.2-1.2.3.4.tar.bz2 is no more).

Yeah, I agree, it'd be nice if we had a list like that.  Maybe we could
even put it on the main wiki page: http://www.x.org/wiki/Releases/7.3.
