Release criteria for X11 releases

Fair enough.  I've been so rushed lately that I literally didn't have the 
time to look through everything properly.

I wonder if it wouldn't be too much trouble to keep the update list, in 
plaintext format, in a standard place in the release tree.  That would 
allow easy scripted downloads (the HTML list is nice, but I had to cut and 
paste, then edit, the list to get it to a state that could be processed 
and passed to wget).
