"base" is /usr/share/X11/xkb/rules/base.

On my system it shows

! $pcmodels = pc101 pc102 pc104 pc105

on line 19.

I just compiled the latest xkeyboard-config with the latest xkbcomp
and did not get an error.
I think the problem you get is about the installation you have,
missing keycodes/pc or you are using an obscure platform.
What are the parameters that go to xkbcomp?
